Highlands Service Area Expansion

We are pleased to welcome approximately 4,800 customers in Rough Hollow and The Highlands of Lakeway to Lakeway Municipal Utility District (Lakeway MUD or LMUD). Beginning August 17, 2026, LMUD is responsible for services previously handled by Crossroads Utility Services:

  • Water and wastewater customer service
  • Water and wastewater billing
  • Water and wastewater distribution-system maintenance
  • Street-level grinder pump maintenance
  • Water and wastewater service emergencies

Service Contract

Each customer must submit a Service Contract. For “Date Service is Requested to Begin”, please enter “09/04/2026” to let us know your transferring service from Crossroads Utility Services.

Grinder Pump Addendum

Each customer with a street-level grinder pump must submit a Grinder Pump Addendum (LMUD will service all street-level grinder pumps):

Auto Pay Form

If you choose to sign up for automatic payments by credit/debit card or bank draft, please fill out and submit the Authorization for Automatic Payments form (payment information on file with your current utility – Crossroads Utility Services – will NOT transfer): NO ACCOUNT NUMBER NEEDED, JUST SERVICE ADDRESS.

Auto Pay forms can also be filled out online once you have your LMUD account number. Your new account number will not be assigned until the October 2026 bill cycle. Instructions for setting up Auto Pay online.

Lakeway Municipal Utility District (โ€œLakeway MUDโ€ or โ€œLMUDโ€) is pleased to announce that, effective August 17, 2026, Lakeway MUD will officially assume responsibility for water and wastewater service previously handled by Crossroads Utility Services to the residential customers in the Travis County MUDs 11, 12, & 13 service area (see above map for the impacted area).

The following information represents a cooperative effort between Lakeway MUD and Travis County MUDs 11, 12, & 13 to provide guidance and answer questions regarding the transition of retail water and wastewater services to Lakeway MUD for the previous customers of Crossroads Utility Services.

This strategic transition marks a significant step in unifying water and wastewater services across the Lakeway, Texas region and ensuring long-term sustainability and reliability for current and future residents.

To support the expanded service area, Lakeway MUD and Travis County MUDs 11, 12, & 13, are investing in critical infrastructure improvements, including:

  • Expansion of Lakeway MUDโ€™s existing water and wastewater treatment plants to increase capacity and improve system efficiency.
  • Construction of a new water tower to enhance storage capabilities and supporting consistent water pressure throughout the service area.
  • New infrastructure to facilitate Lakeway MUDโ€™s provision of water service to customers in the Travis County MUDs 11, 12, & 13 service area.


Customers in the Travis County MUDs 11, 12, & 13 service area will transition to the same service rates for water and wastewater services currently in place for Lakeway MUD “In District” customer base, helping ensure fairness and predictability in billing. A “Grinder Pump Service fee” of $5 per month will be assessed to impacted customers with a street-level grinder pump to facilitate its ongoing maintenance and reliability. Property taxes will continue to be assessed by Travis County MUD 11, 12, or 13.


Frequently Asked Questions

Below is a list of frequently asked questions relating to the transition of services for customers in the Travis County MUDs 11, 12, & 13 from Crossroads to Lakeway MUD.

Transition Questions

Why is this transition of water and wastewater services happening? 

After years of careful evaluation, the management teams and Boards of Directors of Travis County MUDs 11, 12, and 13, and Lakeway MUD independently determined that partnering to provide retail water and wastewater services is in the best long-term interest of residents in the affected area.

In reaching this decision, each district considered a variety of factors, including long-term financial impacts for ratepayers, operational efficiency, and the ability to provide reliable, high-quality utility services well into the future.

When is this transition happening?

The formal transition of water and wastewater services from Crossroads Utility Services to Lakeway MUD is August 17, 2026.

Will there be any service interruptions?

No, there are no anticipated water or wastewater service interruptions relating to the transition of service. All provisions will be in place for a smooth transition.

Account Questions

When will I receive my final bill from Crossroads Utility Services?

Crossroads will issue their last bill statements in early September 2026, which will be due on September 26, 2026. It includes services up to August 17, 2026 which is when LMUD will begin their billing. Customers should follow instructions provided on their bill statement for making their final payment to Crossroads in a timely manner.

Will my deposit be applied to my bill from Crossroads Utility Services?

Yes. Customer deposits will be applied to the bill statements issued by Crossroads Utility Services on or around August 4, 2026. LMUD will receive no refund or balance transfers from Crossroads.

Will I need to pay any fees to Lakeway MUD?

Yes. As part of the transition to Lakeway MUD, the standard Service Fee of $50, which applies to all new customers, will need to be paid. This will automatically be added to the initial bill statement which will be sent out on or around October 1, 2026. See Application Fees page for details.

Who do I pay during the transition period?

Crossroads Utility Services will issue their last bill statements in early September 2026, which will be due on September 28, 2026. This bill should be paid directly to Crossroads per the instructions on the bill statement.

After the September 2026 bill statement from Crossroads, impacted customers will receive all subsequent bill statements from Lakeway MUD, which will be paid directly to Lakeway MUD per the instructions on the bill statements.

Customers are reminded to ensure that automatic payments scheduled through their bank or a third-party bill payment processor are redirected to reflect the change from Crossroads Utility Services to Lakeway MUD. Automatic payments made with Crossroads will NOT transfer to Lakeway MUD. An Automatic Payments Form must be submitted to Lakeway MUD to continue to pay bills automatically once service is transferred to Lakeway MUD.

Does Lakeway MUD bill monthly?

No. Unlike Crossroads Utility Services, Lakeway MUD issues bill statements to customers once every two months.  Customers impacted by this transition can expect to receive their first bill statement from Lakeway MUD on or around October 1, 2026 containing Lakeway MUD’s standard Service Fee (issued to all new customers) of $50 as well as prorated water services starting on August 17, 2926. The following statement, received on or around December 1, 2026, will include 2-months of water and wastewater services provided by Lakeway MUD.

Do I owe anything for the transition?

Outside of paying the standard new customer Service Fee of $50 to Lakeway MUD, there will be no one-time fees assessed to individual customers for the transition.

Are rates increasing?

It is expected that monthly costs for retail water and wastewater services for the Travis County MUDs 11, 12, & 13 service area transferring service to Lakeway MUD will be in line with what they are used to paying, dependent on use.

Will my account number change after the transition?

Yes, each customer will be assigned a new account number by Lakeway MUD as part of the transition. This account number will be provided to each customer on the initial bill statement received from Lakeway MUD on or around October 1, 2026 as well as on all following bill statements.

Service Questions

Who do I contact if I need emergency water or wastewater service?

Lakeway MUD has service technicians on call 24/7/365. After September 4, 2026, impacted customers may utilize Lakeway MUD’s support services, including after-hours emergency support by calling their main number: (512) 261 – 6222 (after hours support is only available by phone. Non-emergencies can also be emailed to cu*************@********ud.org).

Will Lakeway MUD read my water meter? 

The services addresses of impacted customers use an AMI meter to calculate water use. Meters will continue to be read in the same manner as they have been, which will be monitored and maintained by Lakeway MUD after the transition. 

Who do I contact for service of my grinder pump?

Lakeway MUD will be assuming responsibility for the maintenance of grinder pump systems located at the street level in the impacted service areas in accordance with their Grinder Pump Maintenance Plan (see Grinder Pump System Service and Maintenance Addendum for details). Grinder pumps located next to or near a customer’s home remain the customer’s responsibility to maintain. Each customer must complete a “Grinder Pump System Service and Maintenance Addendum” form to indicate their understanding of this maintenance plan.

What are Lakeway MUD’s watering restrictions?

Customers in the Travis County MUDs 11, 12, and 13 service area will not change. Customers in our Travis County MUDs 12 and 13 service area as well as along certain streets in MUD 11 are required to follow watering restrictions from West Travis County Public Utility Agency since that is where they currently get their water. Lakeway MUD’s website now includes these watering restrictions.

Will my bill due date change?

Yes. Lakeway MUD customers receive bill statements once every two months, unlike the monthly bill statements provided to customers of Crossroads Utility Services. 

What are Lakeway MUD’s payment options?

Lakeway MUD accepts payments made by credit or debit card, bank draft, personal check, or echeck. Cash, cashierโ€™s check, and/or money order are accepted as a one-time payment at their administration office (1097 Lohmans Crossing) during regular business hours. To set up autopayments by credit or debit card or bank draft, please complete the Authorization for Automatic Payments form. Note: A $2 convenience fee will automatically be applied to all credit/debit card transitions.
